The more questions you have, the less likely someone is to vote for the hub. People do not like taking too much time answering surveys.
That may be true, but, the same can be said though that the
less questions you have, the less likely those same people will be inclined to vote for a hub, especially if those few questions don't tell anything about the hub.
At that point you are defeating the purpose of trying to have a different rating system than anyone else because where as a star system tells nothing, 4 questions do not tell much either to users and they will just either vote blindly or pick all the best/worst answers "just because".
I have looked through many of the hubs on the site, and I would say (guessing) that 98% of the hubs do not have any votes at all, granted, this is a new hublist, but for the amount of time it has been online many of the hubs, especially the "top hubs" should've had by now many more votes than they do, or at all.
This is only a suggestion however, and since it is your hublist you are free to pass on my suggestions and ignore them completely if you wish.
But speaking to you from a user stand point, I don't think it is very accurate as it stands and it may be hindering votes because of the vagueness of the ones that are there to choose.
P.S. 10 questions is not many btw, that is why the majority of all surveys are 10 questions long.
